Councilwoman Jo-Ann Ryan was elected to represent Ward Five in 2014 and began her term in January 2015. She represents the Elmhurst, Mount Pleasant, and Manton neighborhoods. 
Councilwoman Ryan grew up in the Fifth Ward. She graduated from St. Augustine Elementary School and St. Xavier Academy in Providence before earning her Bachelor’s Degree and Master’s Degree in Business Administration, with a concentration in Finance, from Providence College. 
She has over 30 years of asset product management experience in the Rhode Island retail banking industry and previously served as Program Compliance Officer in the Homeownership Division at Rhode Island Housing and Mortgage Finance Corporation. Prior to joining the Corporation, she was an Assistant Vice President at Old Stone Bank and previously worked at Rhode Island Hospital Trust National Bank.
Councilwoman Ryan holds a number of certifications in Homeownership Counseling, Foreclosure Prevention and Program Administration. She has devoted her professional career to helping working families afford to buy and keep safe, healthy homes. Her programs and initiatives have won national housing industry awards for Program Outreach and Communications, Excellence in Management Innovation and Operations Management.
Councilwoman Ryan regularly volunteers to serve her community and participates in many organized efforts to improve the quality of life in her neighborhood and City, such as Elmhurst Clean and Green, Neighborhood Crime Watch, the Pleasant Valley Parkway Improvement Committee, and the Providence Neighborhood Planting Program (PNPP). She served as a charter member of the St. Pius V School Board and was Chairwoman of its Development Committee. She is a communicant of St. Pius V Church, has participated in its strategic planning efforts and has taught CYO basketball. Additionally, she is a current member and former Chairwoman of the Providence St. Patrick’s Day Parade Committee.   
Her professional interests include sound city planning and financial literacy. She has served as a Vice-Chairwoman of the Providence City Plan Commission. She is a long time member of the RI Mortgage Bankers Association (RIMBA) serving as Co-Chair of its Education Committee.  
Councilwoman Ryan is married to Attorney Thomas J. Ryan. They live on Pleasant Valley Parkway and are the proud parents of Attorney Brendan F. Ryan and Megan F. Ryan, TCRG, MBA. Her mother, Eve Flanagan, owned and operated the Academy Beauty Salon in the heart of the Ward for many years, and her father, Tom Flanagan, was a proud Providence Police Officer.
